feat(approval): include submitted billing data in pending-approval ticket

Details

Staff had to open the portal to see what a pending organization actually
submitted. The helpdesk ticket now carries the stashed billing data: the
new address (or the existing Odoo invoice address plus its fetched
details), the redeemed voucher code and the signup attribution. Odoo
country/state IDs are resolved to names, falling back to the raw ID.

All interpolated values are HTML-escaped now - the description is an
Odoo HTML field and it carries user-submitted text. Rendering the
billing section is guarded separately so a failure there still leaves
staff with a ticket.
