As a system, I want to send billing events directly to Odoo, becoming independent of billing controller

Implementation Notes

Instead of relying on the billing controller, directly send billing events to Odoo.
This makes the process more independent and makes it easier to handle special cases.

One idea could be to write the events directly into the vshn.instance.event model instead of going through the queue. This way we can have more control over it.
