Add a parallel staging-talos kustomize overlay that reaches the new Talos cluster through NetBird and exposes the portal via the Gateway API (HTTPRoute + XListenerSet + cert-manager Certificate) instead of Ingress. The VSHNPostgreSQL manifest is reused unchanged and lands on CloudNativePG by default on appcat.
