As a platform operator, I want to inform specific users about specific stuff (maintenance, issues, changes, ...)

Implementation Notes

TODO: Needs more refinement

Occasionally we need to send information to users about specific services, service offerings, cloud providers, etc. Unlike a regular newsletter, these are usually important information about running service instances.

Examples of what will be communicated this way:

Service version updates
Changes to default parameters or plans
Deprecation of existing features or services
Maintenance that causes downtimes

Implement a way for the admin to send such information to the users of the Portal.

Filter on cloud providers, service offerings
Store sent message in database
Optional start / end date time
Display list of "open" messages in frontend
Idea wise similar what Hetzner Console does, but better =)
