As a platform owner, I want to prevent abuse

Implementation Notes

Allow to configure per user the amount of organizations the user is allowed to create.
Being an organization "owner" counts as having created the organization.

The default is 1 organization.

A user who cannot create a new organization because of the limit already depleted should see a message on the "Create a new organization" screen that informs them about this fact and tells them to contact support to increase this limit.
