As a user, I want to know that the Servala Portal is in Beta testing

Implementation Notes

Add a banner to the portal that clearly states that the Servala Portal is in a beta testing state and that all feedback is very welcome through the feedback functionality. Make it so that the banner can be easily disabled with an environment variable through settings.
